The Township of Cherry Hill is seeking a qualified third-party administrator to provide a secondary employment management system and full administrative services for the Cherry Hill Police Department. The successful bidder shall be responsible for the administration of all off-duty police details, including, but not limited to, accepting requests for service from vendors, managing required paperwork submissions from requesting vendors, scheduling off-duty police officers, reporting, invoicing, collecting escrow/invoice payments, refunding escrow balances and remitting a detail package consisting of invoice, payroll reports and payment via wire transfer on a bi-weekly schedule consistent with the schedule provided in the specifications, to the Township Controller’s Office and Police Department. Fees charged for the administration of Cherry Hill Township’s secondary employment program will be a percentage (%) of the total invoice, which will be paid directly by the requesting vendor to the third-party administrator as part of the invoice.

| > Each bidder shall provide at least five (5) references from law enforcement agencies for which it currently performs comparable secondary employment administration services. >Bidders shall demonstrate a minimum of five (5) years conducting business in New Jersey and currently provide full secondary employment administration services to at least five (5) law enforcement agencies, three (3) of which must be located in New Jersey and ideally of comparable size or average extra-duty hours to the Cherry Hill Police Department. > Each bidder must have successfully completed a SOC Type II audit within the past two (2) years and provide documentation of compliance from the auditing firm.

The bidder shall provide and maintain a secure, web-based secondary employment management system that supports the administration, scheduling, and financial management of all off-duty police details in accordance with Cherry Hill Police Department established policies and assignment rules. **see specifications for further details**

| The initial term of this contract shall be three (3) years from the date of full execution by the Township of Cherry Hill and the awarded bidder. At the sole discretion of the Township, the contract may be renewed for two (2) additional periods of up to one (1) year each upon written notice to the bidder and provided that all terms, conditions, and bid prices remain unchanged, and such renewal is approved by Township Council.
